"It is a question that will be created and offered to our citizens a storage element, which would be guaranteed, which would have a clear understanding of inheritance. We must create the conditions under which the funds could be spent in the course of accumulation - in fact it is the pension capital, which can be used if necessary in the period of accumulation, "- said Finance Minister Anton Siluanov.
The central bank pointed out that all the means of individual pension capital will be the property of the citizen, in certain cases, they will be available to retirement.
