Small and
medium-sized businesses in Russia still need access to cheap money, reduce
administrative barriers and supervisory burdens.
All three destinations can be set at the level of federal and regional
authorities, so the business continues to be in need of state support. It is to
such a conclusion can be drawn based on the results of the Second Russian Forum
of Small and Medium Enterprises, which took place on the sidelines of the St.
Petersburg International Economic Forum.
Undoubtedly, the key theme of the forum of small and medium-sized enterprises
should have been a discussion of the Strategy of development of small and
medium enterprises in the Russian Federation for the period up to 2030, which
Prime Minister Dmitry Medvedev signed in early June. However, on the content of
the document as a whole, the forum participants said little, concentrating
rather than strategic, and tactical objectives. For example, we discussed the
situation regarding access to public procurement. According to "SUPPORT of
Russia" currently has 40 percent of purchases of 44-FZ and 223-FZ, ie for
the needs of government and state-owned corporations, the contracts are small
and medium-sized businesses, their total volume reached 28 billion rubles. There
is also considerable potential for growth, but certain difficulties is access
to procurement information.
To solve the problem is planned with the help of an electronic register of
suppliers of small and medium businesses, which will be operational from the
first in August 2016. By placing information about yourself out there and
specifying products (OKVED), entrepreneurs will be able to receive special
offers for participation in tenders and competitions. It is worth noting that
70 percent of purchases from small and medium-sized businesses make five major
state-owned corporations, which often require certification of consumed
products. This is necessary, the general director of JSC "Federal
Corporation for Development of Small and Medium Enterprises" Alexander Braverman,
but can be made less painful.
- The delivery often is not the final product, and components, - explained the
expert - and you need to bring together the mechanism worked. However, for the
certification of corporations should not be the core business, and the price
should be affordable for business.
Despite the measures taken in recent years, Russia can not boast of comfortable
conditions for doing business, especially in the sector of small and
medium-sized businesses. According to a study conducted by the Expert Center
with authorized the Presidential Council for the Protection of the rights of
entrepreneurs, Moscow ranked 15th in the ranking of 20 cities in the world,
which evaluated a number of indicators. According to the head of Anastasia Alekhnovich
center, recent changes in legislation - a two-year tax holiday and a three-year
supervision - can improve the situation. A further potential lies in the
codification of the non-tax payments, reduction of social security
contributions for small and medium-sized businesses, the introduction of
variability VAT for businesses with a simplified system of taxation. And the
future, says Alekhnovich for small and medium-sized companies. "As a
result of the evolution of giant animals have replaced smaller, because they
are better adapted to the changing conditions, - she recalled -. We believe
small business."
In the 76 major cities of Russia will soon earn a business navigator for small
and medium-sized businesses, allowing to estimate on the interactive map, what
business is better to start in a given area, based on the flow of customers,
competition, cost of rent, joining the networks, other significant conditions.
Perhaps it will be useful to companies who are willing to come to the domestic
tourism sector. Forum Experts pointed out that, given the economic and
geopolitical realities in the infrastructure of Russian cities and resorts
became apparent really huge field for small and medium-sized enterprises.
